About HIPAA

Passed in 1996, the Health Insurance Portability and Accountability Act ("HIPAA") requires that healthcare providers adopt certain standards regarding the electronic transmission of health information. By establishing such standards, it is the goal to encourage overall administrative simplification and enhance the effectiveness and efficiency of the health care industry. Privacy and security of patient information is also a driving motivation for this legislation.

Privacy

In December 2000, HHS issued final regulations concerning the privacy of health care information. These regulations provide patients with significant new rights regarding their patient information and establishes appropriate standards for healthcare providers, like InSight, regarding the use and disclosure of protected health information, whether communicated electronically, on paper or verbally. All covered healthcare providers, including InSight, were required to comply with these regulations no later than April 14, 2003.

Transactions and Code Sets

In August 2000, the Department of Health and Human Services ("HHS") issued final regulations establishing electronic data transmission standards that health care providers must use when submitting or receiving certain health care data electronically. Covered healthcare providers were required to comply with these regulations by October 16, 2002, unless an extension was filed which extended the compliance date until October 16, 2003. InSight has implemented the appropriate steps to comply with the electronic transactions and code set standards.

Security

In 1998, proposed security standards were published and finalized in February 2003. These regulations require health care providers, like InSight, to implement appropriate procedures to protect the security of patient information. All covered healthcare providers, including InSight were required to comply with these regulations no later than April 20, 2005.

InSight has a designated privacy officer that continually monitors the HIPAA Plan. InSight has been, and will continue to allocate, the appropriate resources to ensure that its HIPAA plan is maintained in full compliance with all applicable HIPAA regulations.
